Chers participants,
Au nom du Partenariat de Ouagadougou, je voudrais vous remercier très sincèrement d’avoir accepté de participer à cette 4ème réunion annuelle du Partenariat prévue du 09 au 11 décembre 2015 à Cotonou au Bénin.
Comme à Dakar en 2011, à Addis Abeba en 2013, à Paris en 2014, la réunion de Cotonou regroupera plus de 220 participants, représentant les gouvernements, la société civile, le secteur privé et les partenaires techniques et financiers pour faire le bilan de cette initiative lancée en février 2011 à Ouagadougou. En effet, ce moment privilégié sera une opportunité pour nous, de célébrer nos contributions respectives à l’atteinte de notre objectif commun : celui d’avoir 1 million de femmes additionnelles sous contraception moderne en 2015 et ceci sans contrainte aucune et dans le respect des droits et des valeurs des populations que nous servons.
Vous conviendrez avec moi que la réunion de cette année revêt une grande importance puisqu’elle va marquer la fin de la première phase du Partenariat et le démarrage d’une nouvelle ère qui devrait être aussi exaltante que la précédente. Il me plait de rappeler qu’en 2011, notre slogan était « urgence d’agir », afin de sauver les vies des femmes et des filles dans la sous-région. Après quatre (4) années de travail acharné, qui ont permis d’obtenir les résultats satisfaisants, qui font actuellement le tour du monde, et que nous célébrerons à Cotonou, il nous semble important de renforcer les acquis en accélérant le rythme de nos interventions. Cotonou sera une formidable opportunité pour nous d’y lancer la prochaine phase du Partenariat que nous avons intitulé « Le Partenariat de Ouagadougou 2016-2020 : la Phase d’Accélération ». Pour cela les 9 pays accompagnés de leurs partenaires habituels, vont poser les jalons de l’avenir du Partenariat, qui ne sera que la résultante des ambitions que chacun d’entre eux a en matière de santé sexuelle et reproductive pour son pays, afin de contribuer à la réduction de la mortalité maternelle en Afrique de l’Ouest francophone.
Au vu du profil très varié et de la qualité des 220 participants attendus, je reste confiante que cette réunion de Cotonou marquera un tournant décisif dans l’avenir et la marche du Partenariat de Ouagadougou ; que notre rencontre sera fructueuse et que nous aboutirons sur des résolutions qui faciliteront cette accélération et nous permettront, tous ensemble, de relever le défi de 2020.

Dear Participants,
On behalf of the Ouagadougou Partnership, I would like to sincerely thank you for your participation in the 4th Annual Partnership Meeting that is taking place from December 9 – 11, 2015, in Cotonou, Benin.
As in Dakar in 2011, Addis Ababa in 2013, and Paris in 2014, this meeting brings together more than 220 participants, including regional government representatives, the civil society, the private sector, and financial and technical partners, in order to discuss progress made since this initiative was first launched in Ouagadougou, Burkina Faso in February, 2011. This year’s meeting provides an important opportunity for each of us to celebrate our respective contributions toward the achievement of our shared goal: for 1 million additional women to use modern contraceptives by 2015, while respecting the rights and values of the populations concerned.
I’m sure you agree that this year’s meeting is of particular importance as it marks the end of the first phase of the Partnership and the commencement of a new phase that promises to be as impressive and inspiring as the last. Our slogan in 2011, “Take Urgent Action”, was a powerful statement reflecting the Partnership’s role in saving the lives of women and girls in the region. Through tireless effort these past four years we have achieved notable positive results that we will celebrate this year in Cotonou. It is important that in celebrating these achievements we not only look to the past but also build momentum for future action. This year’s meeting in Cotonou provides a valuable opportunity for the Partnership to launch its next phase, “The Ouagadougou Partnership 2016-2020: The Acceleration Phase”. The 9 Partnership countries, through continued support from technical and financial partners, will pave the way for the future of the Partnership. The Partnership’s success over the next five years is inextricably tied to the sexual and reproductive health goals and achievements made by each of the 9 countries, that taken together stand to substantially contribute to the reduction of maternal mortality across francophone West Africa.
In light of the diversity and expertise of the 220 participants who will gather in Cotonou this year, I am confident that this meeting will mark a decisive turning point in the future and the way forward for the Ouagadougou Partnership. May this meeting be fruitful and may we achieve resolutions that will facilitate this next phase of acceleration, during which we, together as a partnership, will meet the 2020 challenge.
